Absolutely, however I am not that tech savvy. My brother on the other hand has been able to code a robot in a military camp vacation.
I am I guess tech savvy or code smart? (I'm one of the designers of this site). Though I heard that the hard part of making LU again is not the coding part, it's understanding LEGO Universe, which is probably very hard. Anyone can learn how to code, but not everyone can learn to understand the complexity of LU.
I personally wish I could have the skills to make a LU project. I'm learning Node.js, a coding language which is used by one of the server projects, but I don't know how I'm going to learn LU.
As far as I'm concerned, learning LU may not be that hard. You just need to add quests here and there and graphic designs. But the biggest fear of this new game is that it is going to become a pirate center. Not the kind that goes "Aargh", but the kind that steals games and all that. LUCI turned into that. That is perhaps the biggest reason the game shut down. The developers were concerned on a security breach on their game, and any info being taken. Particularly from a minor. That would have had serious problems.
