Fortress-city maybe not. A citadel, you know a city with a wall, yes. A fortress-city. . . depends how extensive. I'd suggest starting with a citadel, and then after that's done, building extra stuff, like wall segments or Keeps or things like that would be built in addition. At least, that's what's widely done. Their is no strict rules on this, that's just what we do.
Also, Umbar has the troops. I'm guessing he'd be willing to share since he claimed it for Evil, but still. . .

It consists of a large wall surrounding a keep with other buildings like barracks, armories, and forges. The wall is about fifteen feet high, and is wide enough for four men to walk abreast. There are ten onagers (the region's SMWE) placed equidistant around the wall. The gate is wood that is reinforced with iron and defended by a portcullis.
