Haradwaith is a large, arid land in the south of Middle-Earth. Aside from camels and wandering desert nomads, there probably wasn't much to be found in this region. The Harad road passes right through the middle of it.
The entire Harnen river forms the northern boundary of Haradwaith. This river can be crossed via the Fords of Harnen, where the Harad Road is. To the east of Haradwaith is the Khand HQ, while the Harad HQ can be found to the south, and the Umbar HQ can be found to the south-west. There is also a (relatively) short coastline, between Umbar and the mouth of the Harnen.

OOC: I propose that we split the reagon three ways, since it realy is to large of a reagon for one hq to guard. Umbar can take the south west, and harad can take the desert while Khand takes the Northern part.

The current 500 MWE are converted into 100 Kharvach-Mori, who begin patrolling the Haradwaith. The 10,000 MWE of the main army are still at the fortress to discourage attacks.

Fortress-city maybe not. A citadel, you know a city with a wall, yes. A fortress-city. . . depends how extensive. I'd suggest starting with a citadel, and then after that's done, building extra stuff, like wall segments or Keeps or things like that would be built in addition. At least, that's what's widely done. Their is no strict rules on this, that's just what we do.
Also, Umbar has the troops. I'm guessing he'd be willing to share since he claimed it for Evil, but still. . .
