Which question would you like for me to answer first?? XD It's all right, I'll try to help as best I can. However, I think a lot of your questions would be best directed at the moderators. Not only do they have a better understanding of the system and can easily help you find your way around, but they're also teens like us, so they'll actually listen and respond to you themselves here.
"Quoting" is when you're replying to someone's post. When you click that "Quote" button, it attaches their post to yours so that we can know you're referring to it. That way it doesn't look like you're randomly talking to some invisible user.
The title things are our ranks. They depend on the amount of posts and likes we accumulate for ourselves, which obviously takes a lot of time. As you hang out here and make more and more posts, you'll rank up.
I don't know how many mods are here. Most of them used to be regular users who are now helping the community stay alive and whatnot.
