Might give you some extra XP too, and when you level up you get loot boxes, which is pretty much the game's Mystery Box, where you can receive currency, skins, emotes, highlight intros, voice lines, and sprays as a reward for your hard work.

For Widowmaker, I have her Swan Lake-inspired "Odile" skin.
Since I have Origins edition, I have all 5 exclusive skins: Tracer's Slipstream, Pharah's Security Chief, Soldier 76's Strike Commander Morrison (his real name is Jack Morrison), Reaper's Blackwatch Reyes (his real name is Gabriel Reyes), and Bastion's Overgrown. (My favorites are probably "Slipstream" and "Overgrown.")
I have Mei's Pumpkin and Snow Plum.
I have Pharah's "Possessed" skin, but I don't like it at all and don't use it.
I have Ana's very piratey "Corsair." Yo ho ho.
I also have Zarya's "Totally 80's" skin, which I ironically really like and still use outside of the Halloween event.

No. It may or may not be possible to design a skin and have it approved by Blizzard, but I doubt it.
