I’m going to assume, with what Judah said about companys, that for superhero/villain teams the most logical leader would take charge. For example:
The Avengers - Iron Man/Captain America
Justice League - Superman/Batman
Guardians of the Galaxy - Star-Lord
Sinister Six - Green Goblin/maybe Doctor Octopus
etc.
We need need people to post HQ’s for these and companys. Also a Daily Planet.

If a team has no permanent HQ, then just post the temporary ones. Some may be abandoned, and later picked up by others. Either way, if there is no canon HQ, you can write up a fanon one. Fanon HQs called Avengers HQ will be terminated.
