Second, have you read the NPC/Army rules? I suggest you do that. They're real short, don't worry.
Finally, if you fill out the appropriate profiles for each NPC, you can get started making barracks and spawning NPCs. And yes, vague personalities are fine.

A club with exclusive invitation, only to the wealthy or insanely skilled, the club offers many amenities, including a hotel like service, an in-estate spa, many limousines, and more! Yet, secretly, it is a front for villains of all sorts to coalesce, and scheme. Headed by the Black King, Black Queen, White King and White Queen, this place is an underground for mobs, and pinkings of any sort. Rich, and ancient, it's Inner Circle, which has adopted the titles of various chess pieces, is mostly comprised of superpowered beings.

Strangely, the only reason it was evil was because Brother Blood was controlling it, and it stopped attacking once Robin destroyed the controller. Then Cyborg adopted it. But Blood is nowhere near, so I'm stumped.
