I imagine when you say K9 dog that is some kind of protection that parents install. Kind of complicated to explain but in a nutshell, those things can wrongly class sites as not safe. In this case, I imagine it's probably because ProBoards hosts a number of forums that could really be about whatever really and LMBE runs as a subdomain on a domain that other boards which may be unsuitable for children use.
LMBE itself is not a 13+ site however to create a ProBoards account you do technically have to be 13+ (people may think that makes LMBE 13+ but I at least think there is a distinction to be made). The real reason for the 13+ requirement though (and this is what ProBoards will state themselves) is that in order to comply with US law (specifically the COPPA) this restriction must be put in place. Now some sites like lego.com, for example, can allow under 13s because there are ways to comply with these laws and at the same time let under 13s join but for a place like ProBoards it's deemed too costly and requires too much work in order to allow it.
The ultimate way around this all is to not use ProBoards but that's not my decision and I don't see the site ditching ProBoards anytime soon. That sort of decision would have been best made before LMBE, not after the fact.

Proboards won't change. They have it as 13+ plus to comply with U.S law. If they removed the 13+ lock it would be illegal and Proboards would quite possibly get completely taken down.

Technically to register for an account on any site you have to be over 13 years old. But parental controls shouldn’t block the site. It’s likely an issue with ProBoards, not LMBE itself.

Unfortunately the mods can do nothing. This isn't an issue with the specific forum, it's related to the internal website of Proboards. Like Roddy said, the reason there's an age restriction is to comply with US law. So starting a 'revolution' isn't going to do anything.
