WAIT. This is a 13+ site? No wonder the mods wouldn't let us discuss this place on the old LMBs. That is a problem... That takes out a decent group of people from the old LMBs.
I imagine when you say K9 dog that is some kind of protection that parents install. Kind of complicated to explain but in a nutshell, those things can wrongly class sites as not safe. In this case, I imagine it's probably because ProBoards hosts a number of forums that could really be about whatever really and LMBE runs as a subdomain on a domain that other boards which may be unsuitable for children use.
LMBE itself is not a 13+ site however to create a ProBoards account you do technically have to be 13+ (people may think that makes LMBE 13+ but I at least think there is a distinction to be made). The real reason for the 13+ requirement though (and this is what ProBoards will state themselves) is that in order to comply with US law (specifically the COPPA) this restriction must be put in place. Now some sites like lego.com, for example, can allow under 13s because there are ways to comply with these laws and at the same time let under 13s join but for a place like ProBoards it's deemed too costly and requires too much work in order to allow it.
The ultimate way around this all is to not use ProBoards but that's not my decision and I don't see the site ditching ProBoards anytime soon. That sort of decision would have been best made before LMBE, not after the fact.

You gotta have the age of 13 or older. If you aren't, you could make a fake account but the problems is that many kids have parental controls which disable them from coming to this site! Moderators do not have the ability to solve this issue as this is something only the creators of proboards can fix!

You'd need to move to a non-USA based server. Technically, USA law does not pass it's own borders. As far as I know, Australia has no similar laws, likely because nobody hosts here and we're lax with privacy. We don't even have a right to privacy as per se. It like many others rights it's just assumed.

When parents install a certain program on the computer and the child goes on an site with bad contents, a dog will pop up on the screen and bark, not letting you enter the site and this occured to my sister! Sadly mods can't do anything about it!

The biggest issue with moving is that all website hosters will have their own limitations, whether it be that you need to pay to have a forum, or limitations like Proboards have. Hosting and creating our own website would also run into a load of problems, that being it's rather difficult and time consuming to code an entire website. Maintaining it would also be an issue, as that alone would take a lot of time and resources. All the staff here are normal people, with normal lives, and are volunteering, so maintaining a website would be difficult when a lot of the staff here are either busy with school, work, or both.

Unfortunately the mods can do nothing. This isn't an issue with the specific forum, it's related to the internal website of Proboards. Like Roddy said, the reason there's an age restriction is to comply with US law. So starting a 'revolution' isn't going to do anything.
First of all, I want to second what Roddy said, I was about to post the same thing but he had already done so. xD
Secondly, I unfortunately don't think there's a way around this. There is no way to disable the 13+ lock for the reasons Roddy said, and moving to a new website wouldn't work either. Pretty much all websites hosts like Proboards will have the same limitation, as they too have to comply with the law. And even if there was a website host that didn't have the 13+ lock, chances are it would cost money to have a forum through them, and probably a lot of money.
The final option, coding our own website, would also have a lot of issues. First and foremost it would likely cost money and would take a lot of time and effort to get it running and keep it running. But even if we could make a website it too could run into the issue of being 13+ only, as if we didn't put a 13+ lock on it, there is a chance we'd run into legal issues if the site didn't perfectly comply with the law.
As for anyone who doesn't understand what the law is, it's basically for child protection, as a website that allows people of all ages must comply and ensure that they are able to protect children. The laws for a 13+ website are more lenient, and as such most websites require you to be 13+ to make an account.
