Story: The Koopas came to Chima through a mysterious portal that appeared. None of the koopalings or Bowser and Bowser Jr. came though, so a boomerang bro took charge. They laid claim to the local forest and established a tribe. They welcome visitors and are one of the main tribes. There are huts on the ground and walkways leading to fancy treehouses throughout the forest. In the tribe there are bros and koopas.

Weapons and Gear: A knife, and a Chi-powered basketball that can be used as a weapon. Personality: Joseph loves basketball and is an athlete. He is a young Koopa, but wants to someday rank up in the tribe. Backstory: He was friends with Bowser JR., but traveled through the mysterious portal and went to Chima. When he got there, Joseph drank chi from the rivers, evolved into minifigure-shaped form, and discovered that using the chi improved his strength, agility, and basketball skills. Joseph went to live in the local forest near a chi lake in order to obtain more chi, but he met up with the other Koopas there, and joined the Koopa guild.
The Jbatonmaster500 Is a minor Inkling/Octoling tribe OK? It doesn't have to be major, and it's not like they have a prominent king/leader (other than DJ Octavio for Octarians). I could also not use canonical characters if it helps. Locations like Inkopolis, Octo Valley/Canyon, and the Deep-Sea Metro could be modified or removed entirely. My idea for a location could be somewhere by the sea, a beach-y area since they're sea creatures? It's OK if it's a small area, like Inkopolis and the Octarian underground, but not a whole country, because I sort of jumped into this, and if they traveled they would more likely travel to other tribes.
As for the effects of Chi, they could be like in-game Abilities? (Abilities are built into clothes, hats and shoes, and give you stuff like more weapon power, stealth, speed, and/or better defense.) Chi could be woven into Inkling gear to grant them said abilities, instead of being worn on a harness. It could explain gear abilities quite well while also retaining the modern aesthetic of Splatoon.
Inklings and Octolings do have their own languages. Inkling is generally spoken in a higher pitch and has varying pronunciation rules, from almost alien-sounding (possibly slang) to fairly normal. Octarian, in comparison, has a more consistent set of rules. Inkling can be compared to Asian languages while Octarian sounds slightly more European.
Inklings often learn the common tongue in school, hear it during travel or around visitors, and have a good grasp of it. Many Octolings, having lived in isolation most of their lives, have trouble speaking both Inkling and common tongue, so they have notable accents and make a lot of mistakes.
Inkling and Octarians have close relations with other aquatic tribes.
Their main diets are (non-evolved) seafood, fruits and vegetables, and various drinks, such as juice, coffee and tea.
They cannot be submerged in water, as that either smashes them or temporarily "splats" them, due to delicate skin.
Note: Is something this humanoid allowed? I mean, it technically counts as an anthropomorphic animal, doesn't it? (If it doesn't, I'll find Octodad stick to Pokémon. )

And like you said, yes, any evolutionary line of any turtle-like pokemon (Carracosta, Blastoise, Torterra, Torkoal, Turtonator, etc.) are a part of a minority group in the Turtle Tribe. The minority group is lead by a appointed deciple picked from the Turtle 1ic (Tyron, if im not mistaken), and that Pokemon is a Blastoise.)

Name: Natalie Kasada Age: 16 Species: Octoling Gender: Female Appearance: Medium-length tentacles/"hair" curled at the ends, with the color depending on her current ink color (which is usually magenta). Being an Octoling, she has large, round ears, catlike markings around her eyes, and pointy teeth. She is somewhat soft, and has a round, youthful face. Her default expression is a quiet and inquisitive one, but her smile is genuine.
