Back-story: From a dimensional rift in space, mostly likely from Palkia, A population of about 1000 or so Flygon disappeared from Hoenn. There, they were transported to Chima as a result of the destination of being one of the 16 realms. There, the Flygons lived undisturbed until the great distasters that gave rise to Mt. Cavora happened. From there, the Flygons took intrest in their primal animalistic state. From there on, once the Ground-Dragons took a few swigs, their now newly evolved forms took place, giving much stronger arms, human-like legs and much more powerful wings. There on, they established their chi river vally civilization, gaining the ability to use agriculture and chi for fast-developed technology. But after a while, the river dried up of Chi they harvested and wanted more, the hatred and greif of losing such a precious resource turned the surrounding area into a great desert, raging with never-ending sandstorms. This area became The Sand-dancer Desert, also known as to the Flygons, snakes, and pygmy owls as "Alsahra' Almuqadasa". (The Holy Desert.)
The Flygon tribe are inspired by Middle Easterners, and their values are based off to similar islamic values. They will take no mercy to wage holy wars on any crusading enemy whom opposes their religion, values, or any action they make, as they are very militaristic for protecting their holy-land; the land which once bore the fruit of creation from Arceus himself, which evolved them over their limitations quickly and effectively. Now they speak the regular chimian language, and even their own one named "Alkhitab". AKA, "Grounded Speech", which is basically a broken middle-eastern-inspired language that i made. Their clothing is styled after Middle-Eastern trends and and customs as well.
Anyways, onto the Flygon Kingdom itself.

Deep in the shady part of Ferropolis, there’s a pawn shop. It’s run by a marten named Crazy Redd, and has no windows, no back door. There is just one entrance, a navy-colored steel door with a peephole in it, or so you think. The shop sells various overpriced odds and ends. There’s a door at the back of the shop leading to a storage room. In it there are storage boxes and a stoat who looks to be napping… looks can be deceiving. You only get access to the shop by knowing a password. If you wish to get into the Rogue Brotherhood, you must know a second password (and be a Weasel, Ferret, Stoat, or Mink) . If you know this password, you will tell it to the stoat and he will speak in some foreign language on a mic. A staircase reveals itself in the floor and you would be led into a giant cave system, known to no one, but the Rogue Brotherhood.
There you have it, The H.Q. of the Rogue Brotherhood, a guild of assassins, thieves, and other types of thugs. They mainly do their work in the Aggron city, but the cave system also has exits near other HQs. If you go to another HQ, they have masters of disguise to provide you with a disguise, if need be.
