OOC: How did he create that portal? Was that FAC-approved?
(OOC: i care to explain Scrin to you, quoted from his wiki page... ahem... ) ”Scrin The Chi-Man is a mysterious and enigmatic character encountered several times in this RP. Referred to as a "sinister interdimensional bureaucrat", he is known to display peculiar behavior and to wield powers far beyond those of any chimian. His identity and motives remain completely unexplained. His allegiance also remains unknown (Except for the Forgotten) to this day.”
“He plays the role of an overseer and eventual employer, watching over Scordon Freeman and other characters as the RP progresses, at times helping or hindering them.”
(OOC: Also to explain his personality and skills.) The Chi-Man is an almost complete enigma. In a Scorpion Audio Script, he is referred to as follows: "The cryptical bureaucrat, mystery man with a briefcase. He appears in the shadows, disappears when you chase him down dead-end corridors. He leads you into danger and guides you to safety, as the whim strikes him. His motives remain mysterious, but at the end of the day, when you have extinguished an alien civilization, he offers you a job with whoever it is he works for."
The Chi-Man possesses a calm, almost uninterested demeanor, particularly apparent in the ruined Aperture Mesa facility. He can often be seen calmly straightening his tie or brushing his suit lapels with his hands, regardless of whatever chaos may be surrounding him. Even when angered, he maintains a decidedly restrained demeanor. He also has demonstrated a dry sense of humor.
He has stepped in directly and rescued Badrian Shephard and Spalyx Vance before the destruction of Aperture Mesa, suggesting that he is capable of mercy, though it is more likely that he merely did this for his own interests.
The Chi-Man seems to occasionally take an interest in certain individuals, using his powers and skills at manipulation to guide them down certain paths. He has made pawns of Scordon Freeman, Spalyx Vance, and Badrian Shephard (as well as bratta too), as well as perhaps countless others. It is also implied that he orchestrated the Aperture Mesa Incident, meaning Dr. Breen was also under his influence.
The Chi-Man mentioned to Badrian that he has great respect for people who can survive against incredible odds, citing that such people remind him of himself. His message to Speli mentioning "unforeseen consequences" and the subsequent revelation about the threat to humanity posed by the Black Overwatch acquiring the technology on board the Batrealis could imply that the Chi-Man might secretly be sympathetic to chimanity and its fight for survival. Alternatively, these actions may be more self-serving in some unknown way than sympathetic.
The Chi-Man appears quite skilled with technology and is capable of operating a very wide range of machinery, ranging from simple cell phones and sealed steel doors to complex nuclear weapons (although for the latter there are instructions inside the cap) and experimental teleports and portals.
Throughout the entire outland series, the Chi-Man has a tendency to appear in an out-of-the-way or hard to reach location and then walk away and vanish without a trace once the roleplayer arrives. He is seen twice using portals, perhaps explaining his ability to appear and disappear apparently randomly. What's more, one of the portals that he used appeared shortly before he entered it and then disappeared after he left, suggesting that the Chi-Man can somehow create such entities. The Chi-Man also seems to be able to control time, as he briefly stops the reactor explosion at the end of The One Free Man and transport individuals into and from stasis through different dimensions. This, however, may simply be the Chi-Man teleporting individuals to safety and putting them into stasis, creating the illusion that the world around them bends to his will.
In most area featuring the Chi-Man, there are several sequences when the Chi-Man is talking at close range to the roleplayer, and various areas can be seen in the background, including areas from Aperture Mesa or even areas the roleplayer will visit later into the roleplay. In these sequences, the Chi-Man talks to the roleplayer (the roleplayer's character never responds or reacts in any way) and can be seen quickly appearing in different portions of the screen, in dream-like sequences. He also appears on TV screens and Breencasts dotted around the environment; Chi-Man also seems to have technopathic or telepathic abilities of some sort, as the roleplayer will occasionally see his face on things such as unplugged televisions.

OOC: Why would no bats being in overwatch affect Scortica?
OOC: This plot is far too confusing for me to follow... and I'm the rep
OOC: Well, what Brakket did was simple. He dissolved the bat's part of it into the army, because he didn't want them confused with the scorpion part (which is still rogue) .
-Scortica Breen is notifyed of this issue and will adress it sometime soon-
OOC: Why would no bats being in overwatch affect Scortica?
(OOC: Although he would ignore this, i have to make it clear, but i dont care even as well. text wall time! )
-soon, this speech is broadcasted in numerous locales of crawler-owned land and Breen clears his throat and looks serious, looking away to glimpse his notes before turning back at the camera. His snow-white hair and beard gleeming in the camera that gave off this seemingly handsome affect to him.-
“...I have been asked to say a few words to the transchimian bat arm of Chima’s Sector Seventeen Overwatch, concerning recent successes in breaking away from the rest of the Overwatch, as well as their appointed commander i gave them. Let me say up front that I regret having to temper my heartfelt congratulations to their commander with a strong measure of disappointment. But I wouldn't be doing my duty as Overwatch Administrator if I didn't pass along the message I have received from Our Benefactors. The break up of the trans-chimian bat arm is an event of major significance, make no mistake. And while it's true that conceivably we scorpions could have taken it back in our control at almost any time in the last several months of Barney’s Forgotten leave, the manner of Brakket’s and morely Brakket’s decisions may prove to have unexpected problems.”
”It cannot have gone unnoticed by all Forgotten resistance members that major slashing of Overwatch numbers coincided with the act of giving more shelter to Scordon Freeman. This might cause other resistance members to not think twice before harboring Doctor Freeman. It might cause them to not question his allegiance; even prompt some to not turn him out, or turn him over to our cause. However, we cannot count on such developments. Doctor Freeman's reputation is such that other desperate renegades are likely to grant him a great deal of license in the spirit of spreading general chaos and terror In Chima. This brings me to the one note of disappointment I must echo from our Benefactors. Obviously I am not on the ground to closely command or second-guess the dedicated forces of the Overwatch, but this does not mean I can shirk responsibility for recent lapses and even outright failures on Barney’s and Barney’s part. I have been severely questioned about these shortcomings, and now must put the question to you both, Barney and Brakket...”
”How could one man have slipped through your force's, not just mine’s, fingers time and time again? How is it possible? This is not some agent provocateur or highly trained assassin we are discussing. Scordon Freeman is a theoretical physicist who had hardly earned the distinction of his Ph.D. at the time he left Aperture Mesa to start his “adventures” if you will. I have good reason to believe that in the intervening months, he was in a state that precluded further development of covert skills. The man we have consistently failed to slow, let alone capture, is by all standards simply that—an ordinary man. How can we have failed to apprehend him?”
“Well… I will leave the upbraiding for another time, to the extent it proves necessary. Now is the moment to redeem yourselves. If the Transchimian Scorpion and Spider forces are to prove themselves an indispensable augmentation to the Combine Overwatch, they will have to earn the privilege. I'm sure I don't have to remind you that the alternative, if you can call it that, is total outland extinction – in union with all the other unworthy branches of the chimian species’. Let's not allow it to come to that. I have done my best to convince Our Benefactors that you, Brakket, Barney, and to an extend, Bliston, are the finest the chimian species has to offer. So far they have accepted my argument, but without concrete evidence to back it up, my words sound increasingly hollow even to me. The burden of proof is on all of you. As is the consequence of failure. I'll just leave it at that, but i should retort, this isnt about your forces, Brakket and Barney, it’s about all outland Overwatch... but i do concern on your actions of separating. I’m very close to tearing about our tribe’s relations my little brother ensued, and im not hesitant to cut ties betwen our tribes. Consider this a warning, that said, it’s all i have to say...”
-the speech ended as that as Scortica nodded with a mild frown in his face, looking all too serious, and the multiple screens all over Crawler Empire controlled lands (aptly named “Breencasts” ) that broadcasted this flicked out to Overwatch propaganda images-
(OOC: Wew, my fingers are tired. ) (OOC: TL;DR: I blame you and Barney for breaking away needed air-augmentation and much need forces important to the Combine or i will cut ties with the CE if you don’t give them bats back... and possibly risk all outland extinction by our alien overlords. )

OOC: I read it, i like reading. Barney's division and then, even after he was demoted, Scortica's division were needlessly attacking inlanders and forgotten. They proved they were not going to follow orders (which is going rogue) . What else did you expect? Unless Brakket gets orders from Balthazar or Bliston to do otherwise, he does not care what Scortica says and will ignore him.
{Spoiler}{JAMMERS! -Barney’s Letter to Bratta, Forgotten-signed- ONLY!} From: Barney Calhoun To: Bratta Lavenderwing (my sweetie!)
Subject: About my recent defection and bulletin on my head.
Message: “Dear Bratta Lavenderwing, my sweet woman. Due to recent events and news coverage on my recent defection, i do advise you that... if you wanna see me safe and sound. Please falsification the reports that i was shot down by Civil Protection escaping Cave 17. Theres a good reason why i changed my last name, and i will soon follow suit that my first name be changed as well.”
“On conditions i can give you, i want you to run away from the kingdom that once held your own mind as a leader. I kept vials of Scrin’s poision ever since that last incident you argued with your brother so i can help your mind a little. But good thing is, your brother is in a gorilla prision, as told by Resistance forces in the Gorillas lands. Hey, we Forgotten are public ally number one right now with the gorillas and I want to prove it to them as being the best field commander, in the soon-be uprising we will wage in Cave 17. We also have taken Scorpius hostage in his chambers.”
“So i advise you, come to Dr. Skleiner’s hidden lab in Cave 17, so i can properly give you assistance... both military-wise and, uh... romantic-wise... heh heh... but anyways, defect, rise against, run away, do anything you can, to stop the Crawler Empire. We Forgotten done so much so far, thanks to Scordon and Spalyx, im sure you dont know them, but you will know them soon enough...”
“Anyways, do you best to dodge Overwatch forces and Civil Protection as well out there... and good luck baby! Your gonna need it!”
-Bratta closed the letter and looked concerned, and felt worried but she didn’t want to disappoint Barney... she rose up slowly and quickly got to work to help her boyfreind’s cuase...-
Suddenly, armed bats jump out of the shadows and surround Bratta in the throne room, their chi blasters pointed at her head. A British voice comes through the cave entrance, followed by organ music. It is Grand Admiral Balthazar, his hands clasped behind his back, his gaze emotionless. Balthazar: "Bratta, sister of King Bliston, I hereby place you under arrest in the name of the Crawler Empire." He steps closer to her as the bat soldiers handcuff Bratta. Balthazar: "You are probably wondering how I figured out you would defect. It is quite simple, really. For a while now I have been piecing together information. Your close relationship with the traitor Barney, the letters he has been sending you, your visits with the therapists, your time in the Asylum, your past interactions with Scrin, your past employment under Scrin, your subtle verbal and physical mannerisms when interacting with your brother, indicating your discomfort with the tribe, your recent odd behavior in regard to the Crawler Empire. And this newest letter... [he picks it up, reads it quickly, and casually rips it in half] ...was the final piece of the puzzle." Balthazar turns to the soldiers: "Take her to the bottom level prison. Actually, no. Take her to the highest level prison we have in this mountain. We can't have her imprisoned anywhere near Aperture, can we?" As the handcuffed Bratta is taken to the prison cave below the throne room (near the peak of the mountain), Balthazar sits on the throne.
(OOC: Thefirstdecade's post replying to this is nulled, because of the events on the FAC topic and the banning of all teleportation.)
Bratta is taken into a prison cell close to the top of the mountain. It is heavily guarded, with 8 bats around it at all times. Inside the cell is a toilet and a bed, but no TV or any radio-capable device.
-the speech ended as that as Scortica nodded with a mild frown in his face, looking all too serious, and the multiple screens all over Crawler Empire controlled lands (aptly named “Breencasts” ) that broadcasted this flicked out to Overwatch propaganda images-
(OOC: Wew, my fingers are tired. ) (OOC: TL;DR: I blame you and Barney for breaking away needed air-augmentation and much need forces important to the Combine or i will cut ties with the CE if you don’t give them bats back... and possibly risk all outland extinction by our alien overlords. )
OOC: The bats are in no way related to the aliens, and said aliens pose no threat to them, as the aliens will never come to Chima.
