The way I see it, there are a few topics that we need in a SHaRP. They are listed below and described.
>OOC Topics: RCC, FAC, and NTC are a few.
>Potential HQs: Chances are, we are not going to be able to find six RPers to form a full Justice League. It's better if a group of two or more form a team, canon or not, and pick a headquarters. For example, characters like Batman, Captain America, and Deadpool form a team (they can name it or not, I don't care) and choose the Hall of Justice as their headquaerters.
A few examples of potential HQs include the Batcave, Avenger's Tower, the Fortress of Solitude.
Also, RPCs would have to start in their home HQ. For example, Cap cannot start in the Batcave. He starts in the, ah... hm... S.H.I.E.L.D. Helicarrier, I suppose.
If an RPC is not a member of a team, he can probably work alone in his home HQ.
Finally, if a team wants to make a location their HQ, they must have permission from whoever lives inside the HQ.
E.g., if Superman is forming a team and they want to have the Fortress of Solitude as their HQ, that'd be fine, because Superman owns the place. But they'd have to ask Batman if they want to use the Batcave. Batman would probably say no, so it's better to just go to the north pole.
>Cities: Cities are basically locations where heroes can fight villains (or, in some circumstances, other heroes. ). A few include Gotham City, New York City, Metropolis, and Tokyo, Japan.
>Income locations: I figure we'd start a monetary system and set up a decent currency. We'd first need an OOC bank, and a few IC banks. I came up with this great money system. But it a nutshell, income locations are places where HQs get money.
For the Batcave, it would be Wayne Industries with a very high income. For the Fortress of Solitude, well, it would be weekly checks from the Daily Planet or something. We'll figure that out, but to recap: Banks, Wayne Industries, Daily Planet, City Halls, and Stark Enterprises.

Something to mention: To create a steady, equal stream of income for all HQs, I figure Fort Knox can serve as a universal income for heroes. As a gift from the people, I assure you, nothing illegal.
Also, the City Banks and City Halls, as mentioned before, will all be part of the respective City Topic. These will be for story purposes and something else I'll explain later.
All the other buildings will serve as additional income.
That's about it. Next I'll post my ideas for currency and financial issues.
Also, keep in mind I did not add any villain-related HQs. It's not that I think everyone will be heroes; it's because I have no idea what certain villains would use as HQs. LexCorp comes to mind, but other than that...

I would replace cities with just general locations, mainly the IRL ones, and Green Lantern Corp should be renamed Oa. Ottherwise, That's pretty good!
The only rule i'd go against is 4. There are people much more OP than Darkseid and Thanos, and both of them have been beaten by pretty average heroes (Darkseid was defeated by Batman's Hellbat suit, while Thanos was defeated by Drax)
Oh, and i'm having Anti-Venom.

Hello! Because you posted in the Super Heroes forum and showed vague interest in Super Heroes, you and several others have been asked to join Project SHaRP! We are building a Super Heroes roleplay! I thought it would be easier if I just posted major cities for major battles. General locations, how so? You mean like Big Ben or the continent of Europe?
I was thinking places like the Savage Land and the Rock of Eternity. Comic books seem to have a lot of those.
