If you were promoted you wouldn't need to mod yours. I have a question that you don't have to answer: have you ever had a rejected post while you're a Junior Moderator?

Ar is a designer, and not a moderator. The same thing was the case with Brimstone when he was active.
King and Sam are both mods and designers, which is why they don't go through moderation.
