Sorry,to get a profile(a picture) must be sent to a staff member via Private Message.(don't know who now,so I would ask one)From there it will be moderated then added,you can not do it yourself.
I am guessing there is some rank that is like five billion posts,which is what rank you must be to do it,if they aren't using some feature to block it that is. But who knows what goes on in the secret life of a moderator.
