It's cliche to say at this point, but I think it depends on the film and the maturity of the child, really. Some PG-13 films are worse than others.
But, given that, I wasn't allowed to see a PG-13 film until I was 11, so that probably speaks to my level of maturity.
I know, but I posted that when the film just came out, so these parents had no idea how mature the content would be in the movie.
Well, to be fair, there are a decent number of reviewers who base there reviews based on how appropriate/family friendly something is whose reviews come out before it's released, PLUS there's the rating reason, which can help parent filter certain types of stuff they don't want their kids to see.
To your point, though, I think you're mostly right... Most parents honestly just don't care.

I knew he was alive, because he did some voice acting in LEGO Batman 3, and also did some cartoons, so this was pretty sad. I've loved his Batman for years.
Ever camped by a creek? It's convenient, you can wash dishes and brush teeth all with the creek. I once had my own tent, right by the creek (not too close) but all night I heard the rushing of the water and the crackling of the fire.
Actually, yes. Although I don't trust today's waterways for hygiene; pollution and such. How are the waterways where you are?
It's nice camping, surrounded by the wildlife and the sounds and smells of nature... I just wish I did it more often.
The water is fine here. We have no chemicals in our fresh water, which is nice. I really love it, and I don't like a lot of water other places. Bottled water usually isn't so great either.
Yes, camping is lots of fun. The forest gets so wonderfully dark at night.
