Reports of several large rogue Rahi trickle in from across the metru. Vahkhi are sent out to investigate, but none return.
OOC: I had a really long post about why I like this post over the others, but it got deleted, so here's it in a nutshell: Your thing makes a lot of sense since Vahki don't like water, even Bordakh don't.

Terrified Po-Matoran, Le-Matoran, and Onu-Matoran flood the Metru, speaking of giant snakes and swarms of insects. A few speak of more well-known objects, like Muaka or Kane-Ra Bulls. A panic sets in over the city as rumors spread and panicking citizens flee their homes.

Toa Alagori was lost in his travels from school to school, all of which were filled with bickering. He didn’t stop to right their words, he only listened. In his silence, he sought a voice, a sign that Metru-Nui wasn’t just filled with air bladders and weapon smiths. He wanted to hear the words of a true scholar again.

The Toa comes across what seems like another Toa, who radiates scholarly vibes. She doesn't even notice him.

Jake moves through the Metru, posting just a few advertisements in frequently visited places throughout the Metru. Anyone that sees these remember the Mysterious Tower as if it was always there, due to GB hax and the power of suggestion. After placing three or four, he moves on to another metru.

Plenty matoran notice these advertisements before the Vahki tear most of them down and begin searching for the matoran responsible.
