That's far too dictatorial. The GM already has too much power. But, however the next GM is chosen, there needs to be a limit on how long someone can hold office.

It's not a dictatorship; a GM doesn't "rule," he enforces rules and resolves disputes. Are you also saying that a referee in a sporting event is a dictator who rules with an iron fist over the football game? They only sit back until they have to step in, then they give a ruling, and then they step back and allow the game to continue.
And if you want to surrender, the SLDF is willing to negotiate once the planet is secured.

You could set up any shields you want--any attempt to use fighters against my forces in the cities will only cause casualties to your own civilians (whom we have carefully avoided whenever possible, even giving aid to those noncombatants affected), and we have taken a large portion of the primary continent--you will not root out my armies so easily. And your infantry have long since proven ineffective against my forces. We'll let your troops and government withdraw in good order and without further violence, you can even take any civilians that are unwilling to remain under Star League governance. But we will have Onderon, make no mistake about it. We have an old saying on my homeworld: we can do this the easy way or the hard way.
