With most of the repeblics and empires inactive, pirates quickly take the airspace. Smugglers find other hidden ways around them, and the once civilized planets are plunged into Chaos, turmoil, and all sorts of crime and debauchery. The last remaining organized system seems to be the Drecnonian Airspace.

The problem with pirates is, they are like criminals who don't form organized fleets, they just steal and fly out before anything can be initiated. The don't attack military Convoys either.
