it would consist only of three maybe five people(so a tie wouldn`t happen)imo but i do get what you say however it wouldn`t rest on one person meaning it would be less stresful to deal with useless weapons on useless planets or a attack that has a weapon the size of 1 million ymirs together in a circle the hight of a supergiant

think about a attack with a person having a weapon twice the sizeof the ymir(not you just a secario;)) that can destroy a planet in one blast of a light turbo laser with it`s highest blast can destoy the entire galaxy
and the GM was on their side and aloud it in the RP leading to anotherone being built and another one until the galaxy is full of these things
