You can’t make anymore projects intill you come back. If someone wanted to come and stop them then the progress would stop and the person couldn’t defend themselves if they were gone. It wouldn’t take a month to get the most OP force in the Roleplay if you were inactive because other people who are active could conquer other planets. Not everyone can be active every day.
None of what you just said makes sense or holds any relevance.
You said in the pirates roleplay that you didn’t want anyone insulting you or questioning your right to have a opinion. That's pretty much what your doing to everyone.

Look at like this. Someone starts a load of projects that will take ages to complete. He leaves for a month, then comes back and suddenly he is the most OP force in the RP.
As long as they follows the build chain rules, then they can build something at two percent(as a joke), go on a two month no GW RP period, and come back with a fleet.
No we banned any percentage that was under 5% simply because people were building 1% things and no one can build under 1%

Let me specify non-combatants, non-combatants are people not capable of fighting are refuse to fight. Civilian = non-combatant. A soldier is a combatant and any facility that houses military stuff like weapons, men, equipment, etc is considered a military facility. And under the Geneva convention it is illegal to attack a school house with children inside (the same goes for any other building housing civilians), but if the school house also serves as a bomb building factory than it is legal to attack and destroy the school even if children are inside.
While we don’t have a specific rule protecting someone’s stuff if they go inactive, but normally their allies will either take temporary ownership or protect it for the inactive user

Planet Description: Kepler-442b is a large, rocky planet, which has approximately a 33% higher gravity than earth. Its dim star means that the planet is bathed in dim twilight during most of the day (which lasts several months due to its slow rotation), and low axial tilt means that the planet has no seasons. Powerful solar winds from its parent star mean that electronics not specifically adapted to the high electromagnetic interference suffer ill-effects ranging from interference to total failure.
Inhabitants: variant humans. Descended from a distant colony which long since lost contact with Earth, these colonists have begun to adapt to their terrain; shrinking by about a foot on average, possessing improved low-light eyesight, and an increased resistance to radiation after centuries of exposure to the increased solar winds of Kepler-442.
