The treaty, that is known as "The Lisbon Proposal" is a proposal to all pirates, who wish to prosper for the greater, of all peoples.
The deal: After every pirate raid on a port of a nation other than Portugal's , the pirates agree to give 50% of their raid loot to Portugal. In exchange the Portuguese government will use that money to develop and build a greater maritime empire in the Caribbean, the Portuguese Empire will protect the pirates, and provide them with food and cheap loans to develop their fleet, the Portuguese will also give their fleet for rent along with the formation of new alliances, a greater treasure pile, and access to Portugal-ally exclusive bounties.

If a Portuguese delegation arrives on a ship near you, this is the treaty they will wish you to sign, this offer has been extended so far to the: Kestrel Creed, Purple Diamond and Merchant of Venice.
