correct me if i'm wrong, but superman does not exist in TDK and batman does not exist in the reeve series and i haven't rewatched phase 2 of the mcu in a while but i'm sure they were previously occupied though i guess the avengers just being busy is a perfectly acceptable excuse.

i haven't watched the tdk trilogy yet and it's been a long while since i watched the reeves movies so but there should probably be a sort of avengers 2 story in between chain of souls and infinity and that can explain why they aren't there
We decided we would bring them forward in time via the Time Stone. It is a good way to keep it canon, and introduce another Infinity Stone at the same time. It would set the stage for the story to become darker, with it now being in a more realistic world where nothing is the same.
The voters are a committee, consisting of me, Ultra, Flash, and possibly Drake. It has just about been agreed I get two votes, and as far as I’m aware Ultra is in support of this as it was his idea. That is 3-possibly two.

First off, let me just recap what we have so far: Soul Stone = Chain of Souls Reality Stone = The Rock Time Stone will be used in a Batman story Space Stone will be used in a Trinity story Power Stone will be used in a Superman story
That leaves the Mind Stone. My idea is that it would be used to power Cerebro in my S.H.I.E.L.D./X-Men story. Thoughts?

So we move Batman '66 from the past past and move him to the past present, that way in the present present, he's already integrated into the real world.
That would not work. All of Gotham City must time travel; Batboy Meets Gwenpool features a team called the Gotham Knights. This team includes Nightwing, which is reason enough. It also features Batgirl, and the timeline wouldn't work since Commissioner Gordon is in Batman '66.

Maybe it could work the other way round. The Mind Stone first appears in Gotham, people fight over it, SHIELD intervenes and retrieves it. It means we'd still have Cerebro for the future.

the plot is that mutants start turning up and SHIELD (actually HYDRA) tries to contain them, so a group of "good" SHIELD agents (hawkeye, black widow, captain america, phil coulson) try to help them out. so to set things up, i'll make sure the mind stone ends up in gotham by the end of the story to help you.
He should have the power to control the universe he created. How about this: he can veto any decision we make, UNLESS said decision was unanimous among those who voted.
Then I suppose there needs to be a committee vote on letting you and DatSpicyPorg into the committee. If this vote is to take place (at the discretion of Ciar), then I vote to let you both into the committee (effectively dissolving the committee in the first place). However, I also believe that in this situation Ciar should a) retain his two votes and b) gain the power to veto any decision made by the writers.

Batman arrives several years before the present.
Robin takes a detour and comes back several years later as Nightwing.
Batgirl and Commissioner Gordon are basically rewritten to fit the time period, so they've technically always been there.
The Alfred in the present is the son of the Alfred in Batman 66.
The villains are using monikers from the Great 66 Crime Spree.
All of the other Batman Family members rise up afterwards, inspired by Batman.
Now, Ciar, please for the love of Entity don't include anyone else we need to move.
Hang on there. We can’t just retcon Gordon. And he couldn’t stay Commissioner for 50 years either. Maybe his son, Jim Gordon Jr. becomes the new commissioner, and has Barbara and all that jazz.
