Certain characters would be able to resist, such as Mister Miracle. Robots might also be unaffected. There are a few other ways to counter the anti-life equation, but I can't name them off the top of my head. Something to do with the speedforce, or Metron?

Depends if they have emotion or not. Solomon Grundy probably wouldn't be.
Basically, some trippy force or power that dominates the wills of others. Until fairly recently the Anti-Monitor was fused with it, if that makes sense.
