Name: Cosmic market Class: Topic/store Completely fanon location, a pocket dimension existing between reality that sells trinkets, weapons and tools from the multiverse. You want it? They probably have it (whether or not you can afford it is another matter). The store is a completely neutral location, they sell to both villains and heroes, whoever can afford it. Nothing can be stolen or robbed from the store because of psychic 'violence inhibitors' which prevent any violence from occurring (so heroes and villains won't fight and nothing can get stolen) as well as top notch security. The market is under no legal observation as it exists in a location outside of any legal control. How it works: Heroes and villains have free access to the location at any time (they simply have to travel there from a HQ). A store owner will decide on a price for the item they want and the RPC can purchase through money gained by stealing from banks, through funds gained by stopping villains (value of reward money determined by responsible RCC member depending on the severity). or by getting a job (rate would be determined by whoever controls the employer - Perry White, JJJ or anyone else).
I suppose the Cosmic Market will have to go through the RCC as well, but I think it's worth considering.

Sounds interesting, but I think we ix-nayed the monetary system in favor for a more stable situation. Maybe RPCs must complete tasks to earn items?
