One idea I had for gaining new troops would be to have a topic where people can go to "buy" new troops, ships, weapons, etc. (Or perhaps a separate topic for each of those) Everybody would start with a set amount of money and at the end of the month (or week), everybody would get a set amount of money. Money could also be gained through capturing forts/locations. You would also be able to resell ships for a smaller price than to buy them, in case you need more troops rather than ships.

What I meant regarding selling ships is there would be one topic, not owned by any nation, where you can buy ships and sell ships. You could buy a ship for something like 100, and sell a ship for say, 70. You wouldn't be selling ships to other nations, just to a neutral shop.

The topics would include an 'HQ' for each nation, 'The Barracks' where you can purchase soldiers, 'The Port' where you can purchase ships, and various locations. Each nation gets a certain amount of soldiers and ships, based upon the real life geographical locations. (For example, Great Britain would have a large navy but a small army, Spain would have pretty equal amounts, France might have a small navy and a large army, etc.)
Each nation also gets two bases; A port, and a fort (ayy that rhymed! =P). A port would function to send out ships, and a fort would function to send out troops. If a port is being attacked it can not send out any ships, and if a fort is being attacked it cannot send out any troops, and the troops basically have to fight their way out.
Each nation would also have a set amount of money (or perhaps gold) to start. All nations would start with the same amount of money to keep it fair. If you capture something, whether it be a location, another nation's bases, etc. you would gain some amount of money. Each nation also gets a set amount of money at the end of the week (or month). Money can be spent on either troops or ships.

We also need some limiting system. If I beat Sham with my superior infantry, and spent the whole of the resulting gold on ships, I would then have a rather powerful navy AND infantry, allowing me to beat someone else. I then get MORE gold, and get MORE stuff, which I use to get MORE gold, for MORE stuff, and the cycle repeats itself, and I'm rather quickly the unstoppable overlord of the RP. We need to prevent that somehow.
