Shirt - hoodie (like Cole's) - Color blue (with a red brick emblem)
Held item - Chocolate ice cream in waffle cone - right hand
Background - Basic light yellow (permission to add swirls and/or gradients) - TARDIS on far right corner of image. (Your left side)
Can you do a girl with kind, blue eyes, long, straight, white hair (kinda like Zane's, except going past her shoulders and doesn't stick up), smiling light pink lips, and wearing a white Ninja Suit. Basically, the girl version of Zane before he became titanium.
For a background can you do little white dots (to represent snowflakes) behind her on a light blue base color? I think that's all.
I would have you add "Zoey" somewhere, but I think that might be too much.
