Do you mind if I make an Imperial HQ? (And it won't be the size of the Empire in the old RP, this one will start as just its own individual city-state sort of thing.)

Conventional HQs for ninja (i.e., Fire Ninja HQ, Earth Ninja HQ) will not be allowed. Instead, ninja are encouraged to form alliances with other roleplay members; if an alliance becomes big enough, you may request to create an alliance thread (or HQ) in the FAC, where it will be put to vote.
No HQ can make all of its members In-Commands. For example, if your HQ has three active members, you cannot create a position for Third In-Command until a fourth member joins. Characters
All characters profiles must be posted, within jammers, in the Ninjago Profile Archives topic. You may be asked to change your character’s information to comply with the roleplay rules. You cannot roleplay as your character until it has been approved. You may have up to 2 characters. Having characters on opposing sides, however, is discouraged. If human or nindroid, your character may have up to 2 elements. Only use elements from the show (excluding Amber, which is banned).
Minor/civilian characters are exempt from the character limit, allowing you to have as many as you feel necessary. Minor characters are not as mobile as main characters, however, and don’t leave the topic they live in unless forcibly removed. They are typically average, non-elemental people. Users must keep track of what items their roleplay character(s) own. Starting your character with a large array of weapons and/or assets is generally discouraged; most items (including vehicles) must be built or found.
Magic There will be a limited number of spell books available to find. Spell books and certain spells must be passed through the FAC; minor spells (i.e., producing a tiny fireball) do not need to be submitted to the FAC unless challenged.
DrFredrick’s NPC system will be used. Villain HQ members will get will have a given number of available NPCs. HQ leaders and in-commands get twice as many NPCs as regular members. Anyone can have up to four “non-HQ” NPCs. For full details on NPCs, see Fred’s three posts here: community.LEGO.com/t5/NINJAGO-Roleplay/RP-reset-planning-topic/td-p/12907120/page/154
Michaelyoda’s minor/background characters are allowed, but without the two minor character limit was not approved. Explanation seen here: community.LEGO.com/t5/NINJAGO-Roleplay/RP-reset-planning-topic/td-p/12907120/page/156
All users must keep track of what items their RPC(s) own. Being able to provide a reference would be ideal. Amber is banned from use.
Note: Dungeon System was scrapped, everyone starts with the earliest form of elemental abilities if they're elemental
Elemental Levelling System
Trainee- An elemental who has just earned their Silver weapon. Weak elemental control, and ability to learn non-elemental spinjitzu.
ZX- Forged their Golden weapon and can use their elements fairly well. Able to learn elemental spinjitzu.
KX- Mastered using their Golden weapon and can use and handle much stronger elemental abilities. Ability to unlock True Potential and use NRG.
DX- Able to go NRG at will and have very strong elemental control. Elemental dragon, Airjitzu and any other powerful elemental moves capable to be learned.
Master- Unlocked elemental dragon, can use elements fully without any channeling weapon and have full elemental control.
if we want any changes to the system I suggest we discuss them now

We need to decide if we're using the above system, or the one currently used in the RP. (As shown below).
The RPC starts off with powers, but no elemental abilities. So say that they have the element of fire. They can control fire, shoot fireballs, make fire, etc, but they can't use Elemental Spinjitzu (you can have non-elemental spinjitzu in your backstory), Airjitzu, NRG or elemental dragons. Here's how to achieve these abilities:
Spinjitzu:
After a while being around, and doing a bit, the user can select the right moment for their RPC to learn Spinjitzu. It'd make most sense to be during action, but it's up to the player. Hopefully people are smart enough by now not to abuse this and not unlock it after the first 2 days or something.
NRG/ True Potential:
This happens only after you've unlocked Spinjitzu. The good thing about this one is that it's very 'customizable'. You must create a small, short storyline and at the climax, you unlock NRG. This is encouraged to be done with friends, so it's not boring or anything. People can also merge these plotlines together to make one bigger one, and hopefully make it more fun but still not too long.
Elemental Dragons:
Pretty much everyone could only think of this, so it's the most popular idea. Here your RPC must overcome their biggest fear, in any way that makes sense. Their 'fear' is something they've had the whole time, whether it's a secret or not, or something that developed during the RP.
Airjitzu:
To unlock Airjitzu you need to read a scroll. I know it's pretty lame, but it's the best we can do and it's canon. We decided you'd have to find a hidden scroll in select locations, like the LOWAL, Scrapyard and the as of yet non-existent Haunted Temple. The limit is three, but we can always add more if that doesn't work. If someone's used a scroll, they can hide it themselves (wherever they please, but preferably somewhere where you can find it) or trade it with someone for something nice (which would finally put the trading system into use). We'd just have to make the Haunted Temple topic.

We had changed the elemental thing as of right now, so you start with trainee status
