Le-Metru is the southern area of Metru Nui, and a large responsibility rests on its shoulders: transportation. This Metru is where all Matoran vehicles are constructed, and tested. As it happens, it is also the nerve center of the chute system: a vast network of tubes that Matoran use to transport themselves from Metru to Metru. Anything that is not transported in the chute systems are likely being transported in airships. And all of it is handled from this one Metru.
Porphyrion emerges, his eyes narrowed, searching for Anyse. He goes around the chute system, hunting the rogue Toa Nuva of Psionics.
Toa Nuva are not allowed. Their creation requires exposure to energized protodermis, and the Toa in question must specifically be destined to become nuva. Furthermore, from what we can see in canon, only 6 Toa, 1 from each of the prime elements, is ever destined to become Toa Nuva.
Since there is no easy way to determine which 6 Toa will get this special treatment, we are better off assuming nobody is destined to have this power. Besides, regular Toa are powerful enough to fight Makuta -- especially if they work together, and fight smart.

I finally managed to get online, and I felt this is the most concerning post to respond to.
Toa Nuva are/will be allowed. Their creation requires exposure to energized protodermis, which is not hard to do. Their destiny, and in the case of Anyse, I have specifically charted out. For every nuva-ized EP, I have their destiny specifically written out. And trust me, Nuva is a necessity in the case of Anyse. It's possible, albeit very fanonically so, for the others to not be nuva, but Anyse requires it. Furthermore, from what we have seen in canon, only 6 Toa, 1 from each of the prime elements, were Toa Nuva. That, in no possible manner suggests that one must be of the six prime elements in order to be nuva, and to suggest such a thing is ridiculously asinine and intolerable. And, only six were destined for such things, or had that opportunity. The Toa Metru/Hordika never found EP, not really, in a way for them to be submerged and transformed. The Toa Inika were toafied by the Red Star, and turned into Mahri by the Ignika. There were no other Toa to be nuva'd, nor did the story demand it, of any other than Tahu's team.
There is no need to say that only six can get such a treatment, which does not demand being 'special'. It is only special if you make it so. And that, my friend, is an incredibly asinine assumption. And, that really doesn't matter. Anyse, or better known as Percepsha, has a specific reason for why she is Nuva. It's why she was made, it's why she's underneath the coliseum (not core processor, but even IF it was core processor, then she would've been authorized), it's why Mnemosyne sent her most powerful trio of students after Anyse, when in all honesty, they would be far more useful elsewhere.
Anyse is the key to almost all of my plot, right now. She's the link, the nexus. Right now, she is the most important character. For now.
Also, Nuva isn't all that fancy smancy. You get more EE reserves, stronger kanohi, can share your kanohi, and you can set off delayed reactions, which any SKILLED Toa should be capable of doing.

Toa are not Kraata.
Dip a Kraata into EP, and it is a very simple input > output equation: all Kraata that are exposed to EP are turned into Rahkshi.
With a Toa, however, anything could happen. Including, but not limited to:
1. The Toa is killed.
2. (If applicable) the Toa is fused to another being.
3. The Toa becomes Nuva
4. The Toa becomes something else.
If a single Toa is exposed to EP, there is only a 1/3 chance it will actually become Nuva.
Anyse can be special if you want -- but she can't be Nuva. Keplers in the past may have allowed one user in particular to have Toa Nuva -- but I will be granting no such special treatment here.
Also, as you've said, "any SKILLED Toa should be capable of doing." Therefore, just have Anyse be a skilled Toa.

I feel like that some Kraata could be mutated into something else. And I believe it was some actually died. Also, I said that any SKILLED Toa should be capable of using delayed attacks. I need Anyse to have the higher EE reserves and stronger Kanohi.
Anyse is going to be a nuva. There's nothing extraordinary about Nuva, just better strengths, which is why it should be allowed. I'm afraid you need to stop thinking beyond your limited, messiah complex mentality. Not everything is uber special and important. Some things exist. Even still, I know you won't drop this, because that's how you are. So, how about this. I roll a dice several times, seven times to be exact. Whatever gets the majority is what Anyse will be. To prove I am not making it false, I will run it through several proxies, in your place. I believe RR, Ajtazt and Keith can suffice? The options would be Nuva, Insanely Skilled or Mutant Acolyte. Which would be Nuva, ridonkulously skilled nobody can ever really attain, or they got GB tech implants.

I appear to have been summoned. Yay.
Ok, mrcqm, haven't you stated before that anything canon (Excluding stuff like the Legendary Masks) was allowed? Also isn't it the user's choice to decide the destiny of their character? (Only two questions this time. ) I see no problem with allowing Toa Nuva. It would address some user's concerns about Makuta being too OP by balancing out the power scale between the good and evil in this RP. I know the reason you are arguing about this is because YJF is doing it, but that doesn't quite seem right...

Don't be stubborn. Just work with it. Tap into her Toa power if you have to. Just don't make her Nuva.

With all due respect,
Keith.
I should have said earlier that EP should not be used too much
Clearly, clearly, I didn't think of everything. Which is why I'm setting up my stance on the subject now as opposed to before.
Listen, given that a single Toa falls into EP, there is a 1/3 chance it will actually become Nuva. There is a 2/3 chance it will either die, or be horribly mutated in some way.
If we were to ever had Toa Nuva, one player and one player only would have to get special treatment -- and I am not going to permit that kind of special treatment here, not when a regular Toa already has extremely impressive capabilities.
YJF is just literally looking through the rules and trying to find every single thing I haven't addressed already, honestly.
Might I add it is extremely hard to be an unexperienced rep when you have people like YJF constantly being unforgiving and hostile toward you. I need to get a feel for where this RP needs to go in order to function, and the fact that YJF has to keep drawing outside the lines in his coloring book is quite frusterating. If he would just have the decency to run things by me before he does them, I could actually maybe try to give him some guidance as to how to reach a compromise. As it stands, he just assumes he's right, and writes any kind of post he wants.
Quite simply, I never thought people would approach this angle -- I assumed people would be respectful of the already liberal rules I gave them, and draw inside those lines. Now that somebody HAS done this I need to rush out a response, rather than actually having time to think about how I want to address the issue.

Probably Maybe if we knew where wells of it were? It would at least deter people, if it was hard to get.
That's... Not how it works
Why not then let multiple people have Nuva then? Then it won't be special treatment.
I have not once looked at the rules since I came back. I came to see if they changed, and they hadn't
I've.. Been unforgiving and hostile? I've been unforgiving and hostile? I've literally offered OVER TEN TIMES to put our past behind us, and each time you've ignored, belittled and insulted me. And half the time, if you haven't noticed, I am right, and the other half... Was made at like 3 in the morning and I'm insomniac
