OH! Sorry, I didn't realize that. You should have said something. I had no indications that you were trying to simplify, I just read that you were trying to figure out how to play and then restart the RP. Sorry! Yeah, that was the goal over on Third Age RPDT. We all wanted to start RPing in Middle-Earth but were overwhelmed by the complex system of rules here. Well... Do you have any idea how to simplify them?

So... Making armies. Each HQ has a certain amount of MWE. 1 MWE can be used to create one soldier of roughly equal fighting ability as a Gondorian Soldier. Using an amount of MWE you create a list of units (soldiers) to fight with. If you are used 1,000 MWE to create this army, you might do it to build 200 Gondorian spearmen, 100 men with Axes, Shields and heavy armor, 300 Archers, 100 cavalry with swords, and 100 men with spears worth 3 MWE (meaning they beat two Gondorian Soldiers, are beaten by 4, and when not taking into consideration weapon and armor advantages, would tie against three) Then you fight with armies. The person arrives in a region after moving with nothing attacking other than a declaration that you intend to do so, then the defender can state how they react, and then battle commences. How you do that is roughly the same as in other RP's; You do your moves, moving your army into battle. The opponent then reacts, moving his forces to react to how your's move, and you continue that until almost every unit is in the middle of a giant brawl and moving them around will kill more of them than just letting them fight, then you talk together to figure out casualties based on weapon advantages, demoralization etc. If you have other questions, just ask. If I completely missed what you were asking, then I'm sorry and no I don't have any ideas on how to simplify it, as to me it's pretty simple. If anything, KitKat just complicated things with his explanations.
