Writing a list of Av-Makuta powers is no trouble, as it is technically almost finished already. Av-Makuta are basically the same biologically as Kra-Makuta but with different powers and intentions. It would be making the "grey area" Makuta that you suggest that would be difficult.

If you prefer -- I can retcon this whole suggestion, and say that Emarcee's a rebel who creates Makuta the way he sees fit
Confusion's invert would be Truth, not Peace. DUH. Besides, Confusion/Illusion makes sense for a Makuta, to confuse the Rahi or illusion the smarter ones.
In short, you don't want them because then Kratark wouldn't be the only "special" Makuta. You won't allow Makuta Special Powers, which is something the RP has _always_ had, yet Kratark has his Death Stare WHICH is basically a special power tier ability. If anyone else had the death stare, you'd throw a fit. Any Makuta could replicate it, as it stands.
It's theoretically possible for the community to work together and create a good list, you just don't want to.

But I would endeavor to deal with such a situation in a peaceful way -- as rep, nothing less is expected of me.
All I'm saying is that we shouldn't bother trying to come up with the list, because there are too many variables to consider, not to mention the psychological and sociological factors that would make the odds of an av-Makuta ever existing slim at best.

Takutanuva was a fusion of two beings that were moral opposites of each other, so of course he would be in a grey area. However, no other Makuta are similar fusions, and therefore no other Makuta can achieve the middle ground of the "spectrum."
I think that just saying "Emarcee did it" would be a very poor explanation, because we have not even agreed that it is possible in the first place. And even if you made Kratark a grey-area Makuta, based on his actions thus far, he would just slip back to Shadow anyway. He does not have the self-control to stay balanced.

FACs lead to anger... anger leads to hate... hate, leads to SUFFERING! Arguments over whether we know their powers or not aside, Av-makuta would be absurdly rare even if they were allowed. The other makuta would actively try to make them extinct simply because they have the element of Light. To be honest, I'd find it a tad unrealistic for one to be alive, considering how much they hated the mere mask of light...
