I suppose I agree with the above. Would Metru Nui be the Toa HQ?
I don't really believe Toa would have an 'HQ' per se. But Metru Nui would definitely have the highest population of Toa and Matoran. I see Toa as being more scattered and spread out, having different agendas based on their circumstances. It doesn't really make sense for them to have an HQ, whereas the Makuta Brotherhood is definitely an organized group with concise goals, and a clear center of power.
Matoran, likewise, are scattered across the MU. Each living on different islands, and with different reasons for living where they do. Though Metru Nui is the most heavily populated city for Matoran -- I wouldn't call it an 'HQ' per se, just one of many cities inhabited primarily by Matoran.
A proposed list of functional topics. These topics would serve as places to perform all the OOC activities that will help keep this RP running smoothly.
- Profiles Topic. For posting profiles - Help Topic. Mainly a topic that will be used for posting 'Da Rulez' and such. Will provide any information a user would need to know about rules, provide any general information that is appropriate. e.g. a list of all the elements a Toa can possess, Which species are playable, etc. - Fanon Approval Committee (FAC for short). Think of this as the 'supreme court' of an RP. This is where a board of elected or otherwise impressed () members would gather together to vote on what to allow and disallow on a case by case basis, as issues are brought up. Anything from made up kanohi to new locations or other assorted tech and vehicles would have to be approved here as they're called into question or otherwise brought directly to the topic for review. - RP Discussion. A topic for general OOC discussion pertaining to the RP. This could range from anything to the state of the RP, conversation about characters, or anything else that is on our minds. It could also be a place to discuss what directions we should take as a clearer, concise story begins to develop.
This definitely sounds good. I think there could also be a sort of RP History topic that new users can read through before they join.

Ah, that makes sense.
That's not to say it wouldn't be the likeliest place for different Toa teams to meet, though, now that I think about it.

Yeah -- the thing about those is: they typically stop being developed after a short while it's sad
