Spider Witches use 'potion' like substances to achieve various effects, but it's simply fancy botany at best, with a bit of mystic like qualities.

I mean, with the way Shamrock is suggesting magic works, is just a manipulation of Chi. All magic would be done the using the same power source, and the biggest difference between characters is how they manipulate it.
And if your magic is more than just simple energy blasts, shields, or healing, then it needs to be passed by the FAC. And from what you've said, it seems to me that it's a lot more than that.

Well, I think we should stop any fleet from reaching more than one hundred capital ships of a each model.
A hundreas is too much, we are talking about Capital ships, not screens, or cruisers or subs - Capital ships - Battleships and Aircraft Carrier no navy should have over 12 of either, the fact that theres a navy of over 26 aircraft carriers and 21 battleships is broken, the many thing about capital ships is that they take time, and need to be supported.
Oops. Well back in the old days of the RP (2017), everyone else seemed to be making 20+ of each kind of ship, so I thought that was the standard amount.

I’ll wait for a more concrete approval for the chi based explosion magic before using it in action, but would it be safe to fully use the Konuba Mecha? Shamrock approved, and the other three FAC members have yet to comment.

Fire Chi can still be used for the Illumination. Don't try to stick so close to the contrived and plot-convenient shortcomings of the TV show, dude. There are already multiple ways that the southern tribes can put the hurt on the Ice Hunters.
