If sails: The Gondorian ballistae are moved forward. They fire several volleys at the sails of the enemy transports.
If oars: The Gondorian mangonels are move forward and set up behind the archers.

Also, I don't see how you can get in range. Your siege engines are out of range of the Orc siege engines already in Western Osgiliath. In order to target ships on the river, they'd need to be moved forward a decent way (more than can accomplished in one move).

I've got a large force (7k) of Gondorians here between my siege engines and the Orcish lines. I also have a small Dwarven force (4k) from the Iron Hills standing near my siege engines.
I'm going to engage his Orcs soon enough, but Cody's army is worrying. Also, he's got a lot of reinforcements coming in across the river. The Dwarves can wait in reserve until they're needed.

Mangonels can be moved rather easily. If I'm not mistaken, the standard configuration that we use has wheels on the mangonel (same goes with onagers), along with locks to hold the mangonel in place while firing. So if you're moving a mangonel, it's just a matter of rolling it into position. As for ballistae, things are a bit more complicated. If these are scorpions, then they too can be rolled around. Siege ballistae obviously have to be disassembled. Medium ballistae don't have wheels, but they can probably be carried without terrible effort.

They come under heavy fire as they move within range of the Morgul Host.
The transports split into two groups; those carrying Orcs land to the north of the battle, while those carrying Haradrim land to the south. Due to this maneuver, they are out of range of the Gondorian siege engines for most of their voyage.
