I did in fact say the onagers were attacking the crossbowmen, as I said they were attacking all men in front of the barricade. You neglected to respond
The men aren't throwing javelins right at the shields, that'd be stupid. They vault them over the shields.
The falxes simply have to slide along the shields until they find the natural bend between two shields, and hack downwards. The strongest, most regimented man cannot resist such pressure.
Pikemen cannot form a tortoise They have to grip their pikes with two hands, so their shields would have to be attached to their forearms. In order to form a tortoise, they'd have to drop their pikes and pull their shields off their forearms.
IC: The Reavers use their falxes also to pull the shields themselves down slightly and momentarily allowing pikemen to attack with poleaxes over the shields, slamming into shoulder armour making huge dents.
The archers continue pounding the pikemen and rangers, though don't expect to cause more than scattering their foes.

They slay many of the camels as well. All of the Gondorian soldiers come in charging with their weapons raised high above their heads to deliver a powerful blow on impact. The axes and broadswords of these men cleave through the weak armor of their opponents in an instant, and many camels are smashed as well.

{JAMMERS! evil ONLY!} It would seem his east flank is utterly exposed. If you move the main body of orcs in, I can close both north and south, and my Onagers can start closing into firing range again. He's put himself in a horrible position. My reserve cavalry and mumaks can deal with Rex.

As soon as the Gondorians shift position, the Haradrim Infantry launches a resurgent thrust on the south flank of the Gondorian lines. The scorpions are rendered useless, as they are only a lateral weapon, and the flat and ruined terrain of Osgiliath means they have no way of finding the enemy. Pikemen lower pikes, and Reavers follow close behind ready to cast their remaining javelins.
The mobile infantry and archers in the north also dismount their camels, and begin an attack on the Gondorian North flank with archers sending volleys ahead of advancing warriors.
Onagers are moved closer following the orc attack, and begin attacking the gondorian lines.
