No, no he isn't. Vazrudakann isn't the least deranged. Corathe is the least deranged, and I would know. Vazrudakann, is, in no way, that kind of influence. What he has does not apply to the other Skakdi. It's quite possible that there are a few who aren't insane. Let's quote Biosector01, shall we?

They've all been exposed to Vazrudakaan's pain vision. Their fear of being tortured outweighs their will to misbehave.

We kinda should address this. Even if they had some reason to fear Vazrudakann, they wouldn't be this calm or happy. In fact, isn't most of his land conquered from the other warlords? I don't think said other warlord's skakdi would be too pleased with it.
