Any attempts to arrest this matoran ends horribly and fails spectacularly.
OOC: Nynrah has no Turaga, no real government, and don't care about ethics. They made GAARADUS and were responsible for at LEAST one Dark Hunter.
OOC: Canonically speaking, while it is true that Matoran do demonstrate different ethics and morals depending on who they are -- that doesn't mean that this kind of change is unreasonable.
While I've demonstrated in the past that my philosophy towards fanon/canon heavily leans toward the canon, the personalities of characters is where I make the most exceptions. RP is all about people inventing their own characters, and that also means having unique personalities for them. In respects to the fact that Nynrah was a relatively minor location in the BIONICLE universe, and also factoring in the consideration that as I've said, the Matoran are a diverse species (most of which do lean towards good) I would say that there's no reason to be against such a minor change to a minor island.
I mean... in an RP where so much is strictly canon, something like this is where the rules can and should be loosened up a bit.
I'm not saying Nynrah should be the next Stelt -- but I AM saying that the ethics of the Matoran living here probably might differ slightly from canon.

The Nynrah Ghosts here opened fire on a group of Skakdi not too long ago... I'm pretty sure they'd be more than willing, and capable, of capturing a single Matoran. Dead or alive.
