Minas Tirith would have these capabilities, given it's built up on a mountain and has walls on multiple layers. Dol Amroth on the other hand, reasonably has one or two quite tall and pretty strong walls, but we can only speculate obviously. A lot of artists' impressions do put it on a cliff, but if we take their version of it it is completely invincible to even a massive assault. I swear I'm not on a personal rampage against your walls When the projectiles are fired up they will lose momentum, yes, but then they will gain about half-3/4 of that momentum back as they come back down. If they fire them at a flatter angle they will lose much less speed and therefore still cause a lot of damage. You see, momentum is reliant on velocity and mass, something the rocks have plenty of. So, even if they are only going at a few m/s they will still hit with incredible force due to their mass, and thus destroy the siege weapons. The main defenses are on a promontory jutting out from the cliff against which the harbor is built. There is a fortified road leading up from the harbor to the citadel. The citadel has shortish walls, but they are very thick, as they must withstand primarily naval bombardments. There are two sets of walls, with the second set being taller, but thinner. The top of the outer wall is around 60 feet above sea level, with the inner wall rising even higher, and Tirith Aear rising above both walls.
The city proper is a couple hundred meters from the sea, and has moderate defenses. The walls are of average height and width, and gates are relatively solid. The city defenses are nowhere near as strong as the citadel, however.

Alright, I did some calculations, and the walls of Minas Tirith should be between 70 and 90 feet roughly, most likely with the smallest at the top, according to the movies. Based on this, I would estimate that the outer citadel wall should be about 40 feet high and 8 ft thick, being newer and less well built, and the inner would be, maybe, 50 feet tall, and just as thick if not thicker (8-9 ft) (The taller the wall the higher it must be, as you know) Then obviously the base of those would be 5 or so feet from sea level, because land I'm not sure if shortish walls are 60 feet high It's still not going to be very hard for siege weapons to launch projectiles that high
