I was made 2ic of Mordor AND Moria within a week of joining. And then a week later, I was 1ic of Mordor, and had more MWE than the leader of the Morian HQ. I learned fast, but still.

I vote that all the HQ's should be worth the same. 30000 MWE. That gives the 20000 for the Normal HQ and 10000 for the Sub-HQ.
The good HQs look ok. But the evil ones need some work. Mordor, is fine. Moria/misty mountains should proably be the Sub HQ of Isenguard. Likewise Dol Guldor should be the Sub-HQ of Gundabad. Wild men should be Dunland, with the sub hq of enedwaith. Combing the orcish factions will leave an open HQ slot to fill that I propose Rhun, with the Khand Sub-HQ. Then to fill the place of Khand, we would have Harad, with Umbar being its Sub-HQ.
So here is a slightly revised HQ list. No MWE as all is the same.
GOOD: Gondor: Sub HQ: Dol Amroth? Rohan: Sub HQ: Vail Men. Bree: Sub HQ: Northern Dunedain
Erebor: Sub HQ: Blue Mountains/Iron Hills

First off, Morian Goblins worked with Saruman because that he was one of those great powers that could unite them, but they were more worked for Sauron than Isengard. Why do you think Saruman needed such an Army? Because he didn't have the one at Moria. Second, Dol Guldur and Gundabad were both equally as big, but Gundabad had help attacking Dale and Erebor: Dol Guldur did not have help against the elves. Also, Tuvok would kill people otherwise. Therefore, Dol Guldur would have had to be more important. Third, the Wild Men were NOT that massive. Their was likely no more than 2-3,000 of them canonically. Fourth, their should be more orcs than men, and with the Wild Men an entire HQ, then it's 3 HQ's and 3 HQ's. So. . . yeah.
Just because you think Moria should be a full HQ doesn't mean it should be an HQ. That being said, I think your list for evil makes more sense (both canonically and gamewise) than 8L's. However, I would suggest making one HQ for the whole of the Misties: Moria HQ, with Gundabad as the sub-HQ. Or maybe vice versa, IDK. Either way, the orcs of Moria and Gundabad were probably of the same stock, so they would make far more sense together. Dol Guldur, PJ's Hobbit trilogy notwithstanding, had little to do with Gundabad. So here's the revised versions of those HQs:

Alright, I'm going to compile what we have for Evil in terms of HQs as the info is very scattered and give a general consensus. This isn't 100% accurate and don't think that it is :
Mordor (Minas Morgul) - Complete agreement to what I can see and fully canonical.
Isengard (Wild Men) - I believe complete agreement again and also fully canonical, making the most sense compared with other options (Moria, Misty Mts ect. )
Moria (Gundabad or Misty Mts) (Could also be Sub) - This one is interesting. There is quite a bit of debate over it, and I suspect a vote could be best. An interesting observation is that Moria is in fact very near to Dol Guldur, moreso than Misty Mts, so that could work if we needed one less HQ. Gundabad is also a candidate for being the HQ as it offers a slightly different position for more of Evil's MWE in the North.
Rhun (Khand) - Again complete agreement and agrees with canon
Harad (Umbar) - Complete agreement and in accord with canon
Dol Guldur (Spider of Mirkwood or Gundabad possibly) - Again an interesting one with a lot of debate. The outcome of this most likely depends on what is decided about Moria.
Some more notes:
- A user has expressed a very distinct wish to have Moria as an HQ, not a sub-HQ. This should be considered when addressing the issues here. - Likewise, a user has requested to have Dol Guldur as an HQ. This should be honoured if possible. - Should it come down to it, a vote may take place over these issues. If this happens we must agree upon a list of options. - We also need to decide a set of rules for the Sub-HQs, such as how they are claimed and if HQs start with them claimed. - A list of MWE for each HQ needs to be decided. I propose a vote with options from 15K to 35K, at intervals of 5K. - Anddddd, after this we have to do the same thing for Good

Perhaps instead of Umbar we get rid of Moria/Misty Mountains and give Gundabad more MWE, as Umbar is the main naval HQ for Evil. I don't know whether we need to cut another HQ, but if we do we should vote on it. I was thinking of doing a poll where everyone has 8 votes and all the options we have are there and they choose the ones they want.
Somehow combining the Moria/Misty Mts./Gundabad HQs may be a good way to cut down on HQs. If memory serves me, the orcs of Gundabad were of essentially the same stock as those found in Moria and the various orcish strongholds of the Misties.
In the Battle of the Five Armies, it seemed like a lot of the Gundabad orcs were Uruks, while the Moria orcs are mostly goblin-like.

I know its not the most cannonical but I think its a good idea, it would be realy fun to play with or against that HQ. I at least want to make some units for them and try them out in a battle (not nesserally in the real RP).

I agree with you on MWE, but Dale and Erebor canonically fought together in their one documented battle. It would be easier to have one HQ with a sub HQ for Dale. Also, the Beornings weren't really that important in the WotR.
