OK, random sort-of-off-topic story, because why not?
So the first engagement (if it can be called such ) that I ever had in the old LOTR RP was at the Grey Havens. For some reason, Rex_Cody, with his amazing Umbarian fleet, had an annoying habit of coming and trashing the Havens at every chance he got.
On one such occasion, the first after I joined, I arrived with my grand army of 5,000 hobbits, to ensure that he didn't do any more mischief. Then he made some move (I don't remember what) that I needed to respond to. As luck would have it, I wasn't able to get on for a couple days. When I did get back on, I see that Rex had made a post asking for a response. Then (as it seemed at the time), some random dude, who I'd never seen before in the RP, shows up and responds to Rex's post with "He's new." It seemed weird, since I hadn't seen him on any other topics. It also seemed a bit odd that said dude felt it necessary to point out my noobishness. Given my actions there, Rex probably already knew quite well that I was new.
Anyways, if you didn't already guess, said dude was none other than Legokings. I found out several months later that he was 2ic of Umbar at the time. But why he felt he had to post there, who knows?

I....um....well....tbh, I really don't know what to think of this. It's certainly clever, and actually works out quite well in many cases. But I'll certainly have to consider it.
My one comment right off the bat is that this could perhaps be combined further. Given their origins, I think we could make one HQ for the Misty Mts. Orcs (Gundabad or Moria), and then make the other a sub HQ of said mountain. On the good side, I feel like we really wouldn't have to have Imladris/Mithlond. The latter was never an HQ in the old RP (as few elves were left there), while the former was hardly a military establishment, although it's location certainly made it easily defensible. That would bring it down to 12 HQs, an easier number to reach.
I might also add that Erebor could have the Iron Hills OR the Blue Mountains as a sub-HQ.
Then does that mean you like it? This was by no means a final list, I just wanted examples to use. I feel like the wildmen could be a full HQ to its self too, with Dunland being the main HQ and having Endwaith as a Sub-HQ. OK, part of having the elves was for ballince, but if we have the men of the Vail of Aunduin, they could take up the role that was filled by the elves. It would sill be cool to make them extra strong fortress topics that maybe grant 5K MWE. Just a thought.
I thought about that, but I wanted the HQs to be equal so I cut the dwarves from having a sub HQ to ballince Dol Guldor.

I like the theory, but I'm not sure what you mean in the practice. So the HQ is Mordor and the sub-HQ is Minas Morgul? I like the Idea, but I want Moria the main HQ.

I vote that all the HQ's should be worth the same. 30000 MWE. That gives the 20000 for the Normal HQ and 10000 for the Sub-HQ.
The good HQs look ok. But the evil ones need some work. Mordor, is fine. Moria/misty mountains should proably be the Sub HQ of Isenguard. Likewise Dol Guldor should be the Sub-HQ of Gundabad. Wild men should be Dunland, with the sub hq of enedwaith. Combing the orcish factions will leave an open HQ slot to fill that I propose Rhun, with the Khand Sub-HQ. Then to fill the place of Khand, we would have Harad, with Umbar being its Sub-HQ.
So here is a slightly revised HQ list. No MWE as all is the same.

Second off, How could you say Moria is not it's own HQ!?! Nuh-uh. I may be the LEADER of Mordor, but Moria is my home, and it will NOT be a Sub-HQ. Isengard wouldn't even make sense. And talking about that, I'm guessing Tuvok won't like Dol Guldur being a Sub HQ either.

First off, Morian Goblins worked with Saruman because that he was one of those great powers that could unite them, but they were more worked for Sauron than Isengard. Why do you think Saruman needed such an Army? Because he didn't have the one at Moria. Second, Dol Guldur and Gundabad were both equally as big, but Gundabad had help attacking Dale and Erebor: Dol Guldur did not have help against the elves. Also, Tuvok would kill people otherwise. Therefore, Dol Guldur would have had to be more important. Third, the Wild Men were NOT that massive. Their was likely no more than 2-3,000 of them canonically. Fourth, their should be more orcs than men, and with the Wild Men an entire HQ, then it's 3 HQ's and 3 HQ's. So. . . yeah.

Yeah well, you ARE using the same RPC in the new RP, and that says something. Add to the fact that you've been harping on us about it, and that I'm under you in the 4th Age RP, well. . . yeah. Also, I'm not sure if that's a reputation. . . Or at least, not a full one.
