I'm afraid that's not it works. The RPers vote on leaders for HQs. The Moderator who approved that post didn't think to check which user was voted as the leader.

Whoa, whoa, whoa. That is not how this works. You have to get things approved through the Role Play Control Center before you can post a topic. Have you read everything in the RCC? It's only 9 pages long. It shows who is doing what HQ. How the RP is to be set. (That's why we're not doing Ice Tribes right away.) So it is still Dr. Matthews' topic. I don't know how it got through the admins. They're supposed to check up on this sort of thing. Either way, we'll have to solve it. There are really only two choices.
1: We ask an admin to delete/lock the currently posted Bear HQ
2: Dr. Matthews just takes over the current Bear HQ by Egorsmirnov or becomes a member of Egorsmirnov's HQ.
So, I guess we just have to hear from Dr. Matthews.

Are we allowing characters in multiple HQs? I have an idea for a Lion, but then I also wan to be a Phoniex later on.
Yes of course. Unless others don't want that, I'm totally fine with it. I'm intending on a Fox character when the Minor Tribes HQ is posted. I think the limit is 3 characters though. One of the 3 characters must be selected as your RPC (Roleplaying Character). That character is stronger than the other two. My current RPC is Rawlin, leader of the Raven HQ, but when the Ice Tribes are set up, I will make Icechomp my new RPC.
If anyone was under a different impression or wants to suggest a better option, please speak up and we can work it out here.
My temporary RPC will be my lion character, but I'll make my leopard tribe leader my RPC when I make him.

If you like, you can apply for a position in the Bear HQ when Dr. Matthews replies for 2ic. You can have up to 3 characters. However, you must make one your "RPC" (Roleplaying Character). The other two are weaker than RPCs but are stronger than NPCs and are equal to other characters that aren't RPCs. If you need help with anything else, just let me know.

So now, should I just make a new Bear HQ or continue with Egorsmirnov? I had a different base layout in mind...
