Yeah it kinda seemed like that's the direction the serpentine were going for in season three, so I built off that and just thought of how the serpentine might want to have a more modern law enforcement and medical care system of their own as well. Plus a lot can change in about 30 years, so I figure any extreme advancements or changes wouldn't be too much of a stretch.

She could fix so many other injustices as well." Said Nathan. "I don't know..." Said Sage. "She talks peace, yes, but at what cost? They way she speaks of doing things makes me uneasy for some reason... I don't think her plans to help Ninjago are going to be good in the long run." "I don't pay attention to politics." Said Copic, "And I'm a happier human because of it!" ***
*** Jadyn got to his feet slowly. He grabbed his forehead as the blood rush came to him. He glanced over at Delta and Olivia, who both looked back uneasily. He looked away and briefly turned his attention to the pictures by the counter. There was a picture of Sigma and two younger pack warriors in one picture, and the other pictures there was younger versions of the two warriors. They seemed familiar... One of the pictures had the two pack members as children, each with a birthday cake with the same amount of candles. Jadyn realized why they seemed familiar now... They were the deceased twins from the mine, and Sigma was their close relative. Sigma opened the door and motioned for him to leave. Jadyn didn't dare look her in the eye as he left the room. Why were the warriors who had been lost that day coming to his attention now? And why did he feel guilty about it?

In season eight the emperor and empress were referred to as figureheads, meaning they didn't have much power or do a lot politically. I'm assuming these positions used to be more important though, and held more power in the past. It also seems the serpentine for the most part don't follow the same kind of government as the humans in current canon. Because they have their generals who seem to be in charge for the most part. However, I believe they also are expected by the humans to follow the same laws as the humans. Which in this story the serpentine co exist with the humans a lot so they pretty much have the same type of system. It just technically isn't the same one as the human's yet. Also as you can see, they are trying to give power back to an emperor or empress figure, who they hope will help with issues that they don't feel can be delt with in their current government. Although not all agree with this, and some don't even know or care about what's going on.

It's so very convoluted but fascinating for dedicated fans to attempt to piece together. Personally I think you're doing a better job of organizing it all than any other fanfic or canon writer.
Jadyn glared at Alpha and said. "It's up to Zephyr, what you would prefer isn't going to matter because she doesn't care for your cause. She doesn't respect you-" Alpha slapped him on the face again, harder then the one before it. He felt his nose running, it trickled down to his mouth. He wiped it off with his hand only to realize it was the same color as the red part of his uniform. Alpha spoke, more calmly this time. "Respect can be learned, but if not, no big deal. By that time that I speak of you will already be in the Departed Realm, and she will have to either choose another or none at all." Alpha stepped closer to Jadyn and said in a harsh whisper. "But in the meantime while you have a job to do, just remember this: If you do decide to confess, anything you have will be fleeting and most likely end in heartbreak. You wouldn't want to make her suffer like that, would you?" "It's you who would cause the suffering..." Jadyn spat. "You say my days are numbered as if there were no other option, yet you act like you have concerns about it... Besides, you still don't have any actual proof that I like her in that way, don't jump to conclusions based on small details." Alpha repiled. "Being Alpha for twenty seven years has allowed me to discover a unique talent of mine, and that is the ability to read people, decipher their motives and drives, their fears and insecurities, their honesty and bluffing... I can see the fear in your eyes every time I mention her. You no longer fear for your life like you did when you were a child. Now, I think you are more afraid of what she'll have to suffer because of my doing, and that you won't be able to prevent it like your father could." That statement hit close to home, far to close. "What are you trying to accomplish by telling me all this?!" Asked Jadyn. He fought himself to keep control of his temper, Alpha had taken it to far...

Finally caught up! I love all the details you have wrote & developed about the Serpentine community and the political structure in Ninjago. The Wolf Pack is really terrifying to me because of how sympathetic they seem when they are so dangerous and ruthless in their assassinations. o_o Zephyr and the team have really come a long way, too! Those last few parts showed how strong Zephyr has become, and man she was cool beating that gang. Now that the OG ninjas are joining the battle, things will only get even more interesting! Awesome job, NFM!!

"Gavin!" Exclaimed Zephyr. "What are you doing here? How'd you find me?" Said Gavin. "He's your brother?" Asked Nathan. "Come on in, you can tell me everything." Said Gavin letting Zephyr, Nathan, and Copic through the door and into the apartment's living room. "Brother!!" Said a voice from what seemed to be a bedroom. Suddenly Keegan came out of the same room and tackle hugged Nathan. "You guys are brothers!?" said Zephyr, shocked. "It's been sooo long. What are the odds huh? Our friends are siblings! What have you been doing? How long have you known Zephyr?" Keegan babbled. "Keegan! Let go! I can't breathe!" Said Nathan trying to get out of Keegan's bear hug. Once Keegan finally released him Nathan brushed himself off. "So THIS is what family reunions are for." Said Copic. "I thought you had a job being a traveling guide for the family business." Said Nathan. "I was! But then-" Keegan replied and then went on to explain the whole story about meeting Gavin and Zephyr and then going with the other friends from Sukoshi to Donahue where they left Zephyr to be trained by Sensei Lloyd. He then explained how they went on to Ninjago City where the group got jobs at various places and rented two apartments, one for the girls, and one for the guys. They were told the two other guys who shared the apartment were at work. Gavin explained that he had got a job working for a logo company and Keegan told about how he got the job of tour guide for tours around the city. When there was finally a pause in the conversation Copic said. "I'm Copic by the way, for those of you unaware. Also, this is a surprisingly good carpet you have here." "Nice to meet you," said Gavin. "I know right? Surprisingly good quality. You should see the bedroom carpets. They are even better." said Keegan. "So Zephyr, how did it go with that ninja?" asked Gavin. "There's actually a lot to tell you..." said Zephyr putting her hands in her pockets. "But I suppose it's necessary for everything to make sense."
Zephyr did her best to explain the events that took place starting from when she had left with Sensei Lloyd, to how she met her new friends and trained to be a ninja, and how they had gained powers and fought foes. Nathan explained some of it when she got to where he came in. Of course, they couldn't explain everything and kept it as brief as they could manage. Zephyr didn't exactly want to explain everything in much detail anyway. Zephyr then told about the pack, the pack's history, her father, grandfather, and family. As well as going into more detail about Gravis, her family's current location, and how her father and Jadyn were in the pack's hands. Gavin listened, asking questions now and then, his expression seemed to be of mixed emotions of shock, confusion, worry, and even just maybe a little fear. Nathan then hurriedly explained everything about the asteroid and the aurora minerals, as well as the possible danger. When he had finished Keegan walked over to the door opened it and said. "Well in that case I'm off to go tell everyone I know, bye!" "Keegan wait! You know everyone!" Shouted Nathan. "Exactly!" he replied, and with that, he rushed off. "Keegan! We need to be smart about this! What if our enemies find out we know! Keegan!" Nathan rushed after his brother, leaving the door to the apartment wide open behind him. Copic walked over to the door, glanced down the hallway, and grinned as she said. "There's no way I'm missing out on how that turns out!" And ran down the hallway after them. As their voices trailed down the hallway Gavin spoke. "So you are a ninja. I know I shouldn't be surprised, but I am... Also, Gravis, a master of gravity, huh?" "Yeah..." "So we're not only related to past elemental masters of gravity, but also, we're the descendants of wolf people... I'm sorry, it's just all so bizarre," said Gavin. "I know, it's a lot to take in..." she replied. "And dad, and the rest of the family... Really no longer in Hiroshi's Labyrinth?" he asked, as if he was hoping it wasn't true and he had only heard wrong.
"That's right... Dad was taken by the pack, and, our grandfather broke his legs... Jadyn told me that. Everyone else is hiding out on a farm that belongs to my friend's family." Explained Zephyr again. Gavin looked at her grimly and said. "Except you. You are out there putting yourself in danger. I used to be fine with that since it just seemed more like a fantasy then. Now, after what you've told me, it just seems too real... Also, if your friend, what was his name again? It started with a J." "You mean Jadyn?" said Zephyr. Somehow, speaking his name out loud in front of her older brother felt strange. "Yeah, if he was also captured, how did he tell you that happened to our father?" asked Gavin. "It's complicated. He has some freedoms because of that prophecy I told you about earlier," said Zephyr. "I see. You seem to trust your new friends..." said Gavin quietly. "Don't you trust yours?" asked Zephyr. If anything, she had always assumed Gavin was a lot more open and trusting then she was. Learning to trust her friends was a big part of unlocking her true potential though... Gavin replied. "Well yes... But not with everything. I've never told about Hiroshi's Labyrinth, or anything detailed about our family or what it was like growing up. That's what mom and dad told us to do, and I honored it. Just now was the first time Keegan learned all that about me. About our family... But I suppose it's not much of a secret anymore, is it?" "The new location is at least. But we aren't alone in this anymore," said Zephyr looking him in the eye. "I'm sorry, this is just so much to take in..." he said looking at the floor. "I know..." replied Zephyr. "I'm coming with you." said Gavin suddenly, "I need to see everyone again, especially after what you told me." "Are you sure-" "I'm sure," he replied, " And I'm going to get ready to leave right away."
