I think we should go by story, which revolves around the villain. I was thinking: Phase 1: We do everything we have planned and end it with everyone facing off against Thanos. Phase 2: We continue the arcs of the characters and eventually form the Justice League to fight Darkseid. Phase 3: We wrap up the arcs of every character, and the villain could possibly be Thanoseid, backed by a council of evil cosmic beings. Honestly, I think my idea of Doctor Doom slowly becoming a villain should be something that's concluded in Phase 3, but not the main point of it.
Thanos and Darkseid two phases after each other might be a little repetitive, given that they're basically OP giant aliens. How about Braniac? We could have HYDRA reveal itself to be a group of Braniac-worshippers (instead of Maveth/Hive) that were destabilizing the world for Braniac's arrival.
IMO Braniac wouldn’t work since Hive is this ancient being and Braniac is relatively new. Also, Braniac doesn’t seem like the one to be worshipped.

Darkseid could be in Phase 3 or 4 as an indirect threat. He could tell Superman that he has the power to bring back the Kryptonian race. He turns Superman to his side and creates an army of artificial Kryptonians. As a twist, Zod could be a bounty hunter that becomes a "replacement" Superman until Darkseid's army is defeated.

We could have our own version of Braniac (because we somehow permitted the idea of 60s Batman being our "prime" Batman). Plus, Braniac's goal is to save the universe from an all out war. That seems like he would get at least a little following.

If I may suggest, we could have Avengers Vs Justice League to end either Phase 2 or 3 and then go into Infinity War.

but infinity war was going to be the end of phase 1 i made a loose three-phase plan a few nights ago, and avengers vs justice league would happen right before the end of phase 3. i can go into more specifics about everything i planned out, if you wish.
{JAMMERS! -writers- ONLY!} his phase 3 story would be him deciding that only he can save the world, so he starts tracking down the infinity stones (currently in the possession of the illuminati). once he actually succeeds in his plan, he realizes that he was wrong and undoes everything. he resurrects the illuminati and tells them he's going into hiding. at the end of the phase, doctor strange tracks him down and convinces him to help fight against whatever villain they're fighting. thoughts?
