Okay, there's a lot of discussion going on out there, but using what I've heard, here's my proposal for troop training. If approved, I'll add it to the rules topic or whatever, if not we'll try modifying it.
1. Every RP character can train troops.
2. Hero characters (Good Guys) are allowed to train 25 apiece, they are not allowed to train more until those are decimated.
3. Villain characters (Bad Guys) are allowed to train 50 apiece, they also are not allowed to train more until those are decimated.
4. You can only train troops in your hub.
5. You train troops using 25% increments in build chains. It should take you 4 days to fully train a batch of troops.
6. You cannot train troops while in combat, or otherwise strenuously occupied (such as running from combat or something. )
Does this work for everyone? I know people are saying we don't need troops and stuff unless we're planning an event, but we can't really plan an event until we can make troops, so... I lowered the troop cap for both villains and good guys, should keep the battles smaller scale and make individual RP characters have more effect in a fight.

I cannot voice my objections to 2 and 3 loudly enough.
25 people can barely take over a small apartment building, let alone entire worlds. Same goes for 50.

25/50 shouldn’t be worthy of the name “army”.
The idea is that multiple characters CON work together to assemble an "army." Army really is a relative term, though.

I fully agree with numbers 4, 5, and 6, and agree with 2 and 3 well enough. But #1 seems a bit odd.
Now, I'm not sure how to make the official cut on which characters can train troops and which can't, but for some characters it -- quite frankly -- doesn't make sense. Minnie Mouse training an army? Or Olaf, Rapunzel, Eeyore training an army? However, for characters like Merida, Maleficent, Cassandra etc., it relatively makes sense for them to be training an army.
I think maybe we should have specifications on which characters can actually train troops.

Who's gonna make the call on stuff like that though? I just vote all character created equal.
Firstly, you still want to RP, right Sham? I saw that you made a post in the Winnie the Pooh World, so I assume you're still around.
Okay, so, this isn't really important, but a while back when we were debating having leaders for all the HQs, we were puzzling over who would lead the TLK world. Then we decided we didn't want leaders, which is fine by me. But for this world, we still might want to figure out who's the actual ruler, even though the RPers ourselves aren't in any type of hierarchy here. If that makes any sense.
So anyway, I was thinking maybe it's a polyarchy of sorts, with all four monarchs (Mufasa, Sarabi, Simba, Nala) managing the kingdom together? It might be more complicated than it's worth, but since we're ignoring the plot of the actual movie, we need some sort of organization going on.
Then there's various other characters. Rafiki and Zazu will be...just, around, I assume, doing whatever they please in the world or exploring other worlds. I'm guessing part of the HQ topic is allocated for the Elephant Graveyard, which is where Scar and Shenzi can spend some of their time. Ultimately, the characters will all interact with each other; and I'm not trying to dictate what they should do or where they should stay, but I just needed to clear some things up as far as the actual story setup goes.
That turned out way longer than I meant for it to be. Ah, well, maybe I should've used jammers after all.
Yes, I do (unless someone has claimed all my characters, in which case... )
Sorry about the long wait - I was on holiday in France with no laptop and very little time so I haven't on LMBE.
