First off, no missiles. Sorry.
And Lasers are not only canon, they are not OP and can travel at the speed of light. Or, wait...
One of the most sacred laws of physics is that nothing can travel faster than the speed of light in vacuum. But this speed limit has been smashed in a recent experiment in which a laser pulse travels at more than 300 times the speed of light (L J Wang et al. 2000 Nature 406 277).Jul 19, 2000
A laser is a device that emits light through a process of optical amplification based on the stimulated emission of electromagnetic radiation. The term "laser" originated as an acronym for "light amplification by stimulated emission of radiation".
Thanks, Google. So, yeah, speed of light. But in the show Pain Bot only fired brief, ontrolled bursts of yellow energy, waited a second, aimed, and fired again. Except for the aiming thing, he had his target in his grip, so not much aiming in the show, but it can be assumed for the RP.
So yeah. Chill, guys.
Blinding by lasers should still be a thing. Pain Bot is shown to have generic weapons assuming cartoonish looking missiles is not out of the question.

Cosmic Ninja teleports into the city. She appears atop a building overlooking the Pain Bot battle, stealth suit activated. She sighs. “What a pain. This filth insists on filling the news, making it impossible to actually find any about this time period. All recent events are ‘Pain bot that’ and ‘Pain bot this.’ Truly sickening.” As she mutters her arm transforms into an explosive railgun, still hidden through the stealth suit. She takes careful aim at Pain bot, scanning for weak points and chinks in the armor, and silently fires.
Pain Bot is thrown up into the air and smashes into a building's window out of range of the gun. This new combatant is not appreciated. Can't she see the other four beings he is dealing with? Has she no sense of fair play?
Pain Bot decides that with this new combatant he will have to strategically retreat as winning now is no longer possible. He lasers himself a pathway down into the sewers and makes a hasty retreat out of the city.
All heroes exception of Cosmic Ninja still have the laser damage applied earlier and should seek eye doctors as they are now blind.
OOC: You said “heads oreyes”. Also what about eye protection?

Accept that for once things don’t go your way. No missiles.

OOC: As fast as the speed of light means I can potentially hit both. I have no doubt there is eye protection for high powered lasers. CoughCyclopsCough.

OOC: So your explanation is lasers can go through anything you say it can.

They're more Pain lasers that blinding lasers. No, it isn't, but it isn't a canon power. You'd have to get the FAC to approve it.

So, in a nutshell, I am wrong.
Original.
I can't remember your argument, but yeah, basically you're against everything that seems OP which actually isn't that difficult to defeat. Your points aren't well thought-through, and the research behind them is nonexistent. Sorry.
