Yaaaah! People keep telling me different things. One said that u claim characters at the RCC, but now it's at the Profile Archives? One person said I could make the HQ while yet another says I can't and that someone else has to. Which of these is it!?

This RP's rules should all be located here. That post was posted before the character limit was instituted so I'll just link you there. Then just introduce Flash in some city or HQ and then do stuff from there.
