Stannis remains in the underground castle, sitting on the King's throne, as Skaulus heads out to the Iron Mountains to attack the Empire of Balance again.

After receiving the live recording of the events in Scorm City's throne room, Stannis still stays on the throne, since Skaulus radioed him to explain that he'd be going to Scorm City.
Stannis: "I hope my father can sort this out. Otherwise, we could be on the verge of a Scorpion civil war, which would of course damage our alliance with the Scorpion Tribe."

He does not, however, declare war, instead stating that the Mammoths will only be fought if they enter the Arachnid Alliance's territory.
